I f it is a new planting, check the soil level make sure top of the root ball is at level or slightly higher the the ground. Make sure there is no mulch up against the trunk. Water down at the root base making sure the wholearea around the roots get wet. No overhead water . A good deep soaking every three days.
It is difficult to trouble shoot without seeing the spruce. If all the conditions that i describe are what you are doing and the level is correct you can take a photo of it and bring it in or emeil it to me
